LB428 amends §79- 532 to change the provisions related to school policies on the involvement of parents, guardians, & educational
decisionmakers when the school administers distribute a non-anonymous survey to students requesting that they provide sexual
information, mental health information, medical information, information on health-risk behaviors, religious information, information of
political affiliation, or any other information that the school board deems to be sensitive in nature.
AM196 reduces the timeframe for when the school district must notify the parents, guardians, & educational decisionmakers of students
that are to receive a survey from thirty days to fifteen days.
AM803 adds the notification of parents, guardians, & educational decisionmakers when students are given non-anonymous surveys
relating to their drug, vape, alcohol, or tobacco use. AM803 also adds the federal Protection of Pupil Rights Amendment of 1978;
the
federal Children's Online Privacy Protection Act of 1998; &
the federal Children's Internet Protection Act to the provisions of §79-532 .

Explanation of Estimate:
The bill would make changes to school policies on involvement of parents, and AM803 amends language
pertaining to non- anonymous surveys and updates language on federal student privacy protections . There
would be no fiscal impact to the NDE.
