The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB454 amends sections 71-809 and 71-812 of the Nebraska Revised Statutes to change
contracting restrictions and expand housing assistance funding use for regional behavioral
health authorities. Prohibits authorities from providing services without competitive bidding,
barring exceptions for emergencies or pilot projects (formerly, there was no exception for
pilot projects). Pilot projects must not be conducted for more than one year, must be used
for existing services, and must have outcomes approved by the regional behavioral health
authority. Also permits the use of the Behavioral Health Services Fund for housing-related
assistance for low-income adults with substance use disorders (formerly funding could only
be used for those with serious mental illness).€
