Explanation of Estimate: LB454 will remove the public bidding requirement for Regional Behavioral Health Authorities (RBHA) and allow providers to provide an existing service approved by the department by contracting with an RBHA if the currently enrolled provider meets the required standards. LB454 creates a pilot project that may be conducted for a period of no more than one year with department approval. This pilot is to approve new services not currently approved by the department that shall have outcomes approved by a RBHA. A successful pilot project may become a full service. LB454 could lead to increased cost with the RBHA’s ability to develop and provide new and enhanced services or to expand existing services. The amount of increase cost is indeterminable at this time.
