LB464 addresses organized retail crime by establishing clear legal definitions, prohibitions, and tiered penalties based on the value of 
stolen merchandise—ranging from a Class I misde	meanor for thefts of $500 to $1,499, to a Class IIA felony for thefts of $5,000 or 
more, with enhanced penalties for repeat offenders.
