The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB 519 intends to increase fairness in NDCS drug contraband proceedings by allowing
an inmate to request a confirmatory test of suspected drug contraband before disciplinary
measures are taken.
