LB 519 amends Nebraska’s correctional services laws by requiring independent confirmatory testing of potential contraband drugs
before disciplinary action is taken against inmates.
The Nebraska Department of Correctional Services estimates that the bill may lead to an increase in the number of confirmation tests
requested, as well as the number of initial positive results that are ultimately overturned. While the exact impact remains
indeterminable, any additional costs incurred for tests that return negative results would be absorbed within the agency’s existing
appropriation.

Explanation of Estimate:
LB519 provides for independent confirmation testing of positive results of an item suspected of being or
containing a contraband drug. The bill could increase the number of confirmation tests requested and the
number of those that are confirmed to be negative. The specific amount of impact is indeterminable, however,
any additional cost to the agency for tests that come back negative wou ld be managed within current
appropriation.
