The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB546 would allow any political subdivision of the state that supplies electricity, natural gas,
water, or sewer services to request an emergency proclamation from the governor without
first going through county or other governmental entities.
