The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB 551 removes the ability to grant tenure from State Universities, Colleges, and Community
Colleges going forward. The bill instead asks each system to create and replace tenure with
the following.
1. Employee agreements. Acceptable grounds for termination of faculty shall include, but not
be limited to, just cause, program discontinuance, and financial exigency. €
2. Annual performance evaluations of all faculty.
3. Minimum standards of good practice for faculty members; Standards for review
and discipline of faculty members; and Procedures for dismissal for cause, program
discontinuance, and financial exigency.
