The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB 565 would rescind guidance documents and provider bulletins issued by state agencies
after July 1, 2022 and would pause future issuance of guidance documents for the next two
years. The bill also requires agencies to estimate the fiscal impact of guidance documents
just like it does for rules and regulations.
