The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
This bill would modifies a single section of statute governing expenditures of funds by
natural resource districts. It would add electronic payments, including electronic funds
transfers and automated clearinghouse transfers, to the approved means for making such
expenditures. Under current law, only written instruments are permissible for this purpose.
