The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:

The intent of LB 629 is to propose the County Initiative and Referendum Act. This bill is
designed to create an initiative and referendum process at the county level. Nebraska voters
already have a similar process at the state and municipal levels. This bill would align counties
with the long-held Nebraska principle that the people themselves are the "second house."
