If the PSC finds that it can, it shall relieve the local incumbent carrier of such obligations, coordinate with the FCC to determine whether Nebraska Universal Service Fund (NUSF) support should be transferred from the incumbent carrier to the competitive carrier, and make further determinations regarding NUSF allocations.
