Summary of purpose and/or changes:
Section 1 - Amends section 86-1505 – Broadband deployment program
After a granting agency makes a final payment of public funds, competitive providers can request that the Public
Service Commission (PSC) expeditiously determine whether they can provide telecommunications carrier obligations
and carrier of last resort obligations in the deployment project area.  If the PSC finds that it can, it shall relieve the
local incumbent carrier of such obligations, coordinate with the FCC to determine whether Nebraska Universal
Service Fund (NUSF) support should be transferred from the incumbent carrier to the competitive carrier, and make
further determinations regarding NUSF allocations.
