LB 684 adopts the Juvenile Probation Administration Act. The bill transfers the juvenile probation functions from the Office of Probation Administration (currently part of the judicial branch) to a newly created Juvenile Probation Agency within the executive branch . This shift would centralize juvenile probation under the Governor’s administration rather than the judiciary. The Supreme Court has confirmed that Juvenile Probation expenses are covered under its budget through Program 437 (Juvenile Justice). For FY24- 25, funding for this program, as set by LB814 (2023), includes $71,283,124 in General Funds and $25,000 in Cash Funds. As for the next biennium, the Appropriations Committee’s preliminary budget recommendations keeps Program 437 funding unchanged for FY26-27, apart from the addition of Federal Funds.
