The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB71 increases the tiered child care subsidy reimbursement rates available to early care and
education providers who are participating in Step Up to Quality, the states quality rating
improvement system for early childhood programs. The bill would change the starting level
at which tiered reimbursement begins from step three to step two in Step Up to Quality.
