The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LR14 would replace LR14 from 2021 and serve as Nebraskas application for a convention
of states under the authority of Article V of the United States Constitution for proposing
constitutional amendments, eliminating the sunset clause.  The convention would be limited
to amendment proposals from the following subjects: limiting the size and scope of the
federal government; considering fiscal restraints; and considering term limits.
Amendment proposals approved by the convention would be submitted to the states for
ratification following the process found in Article V of the United States Constitution.
