STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Five
AN ACTrelative to when a person may receive an absentee ballot.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Elections; Absentee Voting; Forwarding Forms. Amend RSA 657:5 to read as follows:
657:5 Forwarding Forms. The secretary of state shall retain for his own use so many application forms for absentee ballots as he may deem necessary and shall supply each town and city clerk in the state with so many of them as he may deem sufficient. The secretary shall not send absentee ballot applications to city or town clerks prior to 45 days before an election. The secretary of state shall keep a record of the date when and the manner in which the absentee ballot applications were sent to said clerks and of the number of absentee ballot applications so forwarded.
2 Effective Date. This act shall take effect 60 days after its passage.

FISCAL IMPACT:
The Office of Legislative Budget Assistant is unable to complete a fiscal note for this bill as it is awaiting information from the Department of State. The Department was contacted on 1/2/25 for a fiscal note worksheet. When completed, the fiscal note will be forwarded to the House Clerk's Office.
