Whereas new and upgraded New Hampshire electric utility projects for distribution system work are reviewed by the public utilities commission (PUC) to ensure that the costs are justified and reasonable; and Whereas new or upgraded electric utility transmission projects, which are often significantly more expensive than distribution projects, are regulated by the Federal Energy Regulatory Commission (FERC), which operates under a policy that assumes all costs are justified and reasonable unless proven otherwise; now, therefore, be it Resolved by the House of Representatives: That the general court of New Hampshire hereby urges elected members of the United States Congress to take whatever actions are possible to change FERC’s policies so that only those costs associated with new or upgraded electric transmission projects that are found to be just and reasonable can be collected from the ratepayers.
