ANALYSIS

 

This bill reduces the amount of hours of training in a school of cosmetology required for a person to be issued a cosmetologist's license.

 

This bill further adds an eighth member to the board of barbering, cosmetology, and esthetics.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Five

 

AN ACTrelative to qualifications for cosmetologists and relative to membership on the board of barbering, cosmetology, and esthetics.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Qualifications; Cosmetologists.  Amend RSA 313-A:11, I(c)(1) to read as follows:

(1) A minimum of [1,500] 1,200 hours of training in a school of cosmetology approved by the board; or 

2  Barbering, Cosmetology, and Esthetics; Board; Member Added.  Amend RSA 313-A:2, I to read as follows:

I. There shall be a board of barbering, cosmetology, and esthetics consisting of [7] 8 members as follows: one licensed barber, one licensed cosmetologist, one licensed esthetician, one licensed manicurist, one owner of a licensed barbering, cosmetology, esthetics, or manicuring school who shall be a resident of New Hampshire or a designee of such owner who shall be a licensee and a resident of New Hampshire, one owner of a registered tanning facility and one public member; each to be appointed by the governor with the consent of the council to a term of 5 years.  There shall also be a member that is a representative of the regional career technical center, appointed by the commissioner of the department of education to a term of 5 years.  No board member shall be appointed to more than 2 consecutive terms. Appointees to the unexpired portion of a full term shall become members of the board on the day following such appointment. Time served in filling an unexpired term shall not affect an appointee's eligibility to serve 2 consecutive full terms. Only board members provided for in this paragraph shall have the authority to vote in board determinations. 

3  Effective Date.  This act shall take effect 60 days after its passage.

FISCAL IMPACT:

The Legislative Budget Assistant has determined that this legislation has a total fiscal impact of less than $10,000 in each of the fiscal years 2025 through 2028.
