Be it Enacted by the Senate and House of Representatives in General Court convened: 1 Adverse Childhood Experiences (ACEs) Pilot Program Extension; Appropriations. The ACEs pilot program was established in 2022, 243:3 as part of the Medicaid home and community-based behavioral health services program for children to provide prevention, assessment, diagnosis, and treatment services to children, birth to age 6, with exposure to adverse childhood experiences and severe emotional disturbances. For the purpose of extending the ACEs pilot program for the biennium ending June 30, 2027: I. The sum of $700,000 for the fiscal year ending June 30, 2026 is hereby appropriated to the department of health and human services to expand child parent psychotherapy services, as described in RSA 167:3-l, IV. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated. II. The sum of $1,000,000 for the biennium ending June 30, 2027 is hereby appropriated to the department of health and human services to support family resource center (FRC) infrastructure and shall be allocated to the FRC Facilitating Organization to distribute to FRCs. The use of the funds shall include, but not be limited to, better serving families, preparing for FRC-Q designation, enhancing coordination with other early childhood systems, and supporting evidence-based programs such as home visiting programs, ACERT, and community collaborations. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated. 2 Effective Date. This act shall take effect July 1, 2025.
