Be it Enacted by the Senate and House of Representatives in General Court convened: ?1 Department of Environmental Services; Appropriation. There is hereby appropriated to the department of environmental services the sum of $15,000,000 for the fiscal year ending June 30, 2026, and the sum of $15,000,000 for the fiscal year ending June 30, 2027, which shall be non-lapsing, for the purpose of making payments to communities for projects for new awards and for making payments for projects that have previously been awarded state aid grant funding for eligible and completed wastewater infrastructure projects in the maintenance budget per RSA 486 as approved by the governor and executive council. Any remaining funds not used for making payments on existing grants may be used to award new grants. 2 Effective Date. This act shall take effect July 1, 2025. The actual payback periods, annual payments, and interest rates will vary with each application. While the bill appropriates the nonlapsing funds in the coming biennium, the state aid grant payments for the projects will be over twenty years or more.
