It appropriates $1,000,000 to the BFA for the Housing Champions Business Loan Program and $5,000,000 to the Department of Business and Economic Affairs for the New Hampshire Housing Champion Designation and Grant Program Fund for the biennium ending June 30, 2027, with these funds being nonlapsing. Though nonlapsing, the maximum appropriation contained in this bill is $6,000,000. The BFA has indicated that no additional operational support will be required to administer the program. The New Hampshire Municipal Association (NHMA) states that grants awarded to municipalities would generate new revenue for housing development. However, the additional of housing would have an unpredictable impact on overall revenue and expenditures. The bill contains language that appropriates sufficient General Funds to cover the cost of this bill.
