Increases Medicaid reimbursement for in-person partial care and intensive outpatient behavioral health and substance use disorder treatment services, and associated transportation services, for adults.

Requires certain group homes to install electronic monitoring devices in common areas, upon request and with uniform resident consent, and to permit consensual use of such devices in private rooms.
Requires federal funding to be made available to Governor's Council on Alcoholism and Drug Abuse to support Alliance to Prevent Alcoholism and Drug Abuse if needed to offset unanticipated decrease in dedicated revenues.
Requires public schools, and nonpublic schools which receive federal funding, to provide students with information on rights afforded under Title IX, and provide contact information for Title IX coordinator.
