Office of Legislative Services Estimate Fiscal Impact Potential One-Time State Expenditure Increase Marginal The Office of Legislative Services (OLS) determines there may be no significant fiscal impact aside from the initial impact of updating documents to comply with the provisions of this bill by the State Board of Medical Examiners, Athletic Training Advisory Committee, in the Division of Consumer Affairs. Depending on the division’s resource allocation policies, the added initial workload may or may not augment administrative expenditures. BILL DESCRIPTION This bill revises the Athletic Training Licensure Act. The bill updates the definition of “athletic training” to include the treatment of an individual for injury prevention and health management; the evaluation and assessment of an individual for an injury or illness, or both; and the rehabilitation and reconditioning of an individual’s injury or illness, or both. The bill modifies the curriculum requirements for the board to approve to include, among other items, a degree in professional athletic training from a postsecondary educational institution that meets the academic standards of the Commission on Accreditation of Athletic Training Education. Additionally, references to the Board of Certification, Inc. are incorporated into current law, including to replace references to the National Athletic Trainers' Association Board of Certification, Inc. FE to A560 [1R] 2 The bill repeals a section of the act that prohibits an athletic trainer from practicing, or from being employed by any individual or entity to do, physical therapy procedures for reimbursement unless the athletic trainer is licensed pursuant to the Physical Therapist Licensing Act of 1983. OFFICE OF LEGISLATIVE SERVICES The OLS determines there may be no significant fiscal impact aside from the initial impact of updating documents to comply with the provisions of this bill by the State Board of Medical Examiners, Athletic Training Advisory Committee, in the Division of Consumer Affairs. Depending on the division’s resource allocation policies, the added initial workload may or may not augment administrative expenditures. The OLS cannot assess at this time if the bill’s provisions will grow the number of individuals that will require licensure for athletic training in the State, or by how much if there is growth, and thereby provide an estimate for any additional increase in costs and revenues of the division. Athletic Training Advisory Committee Background: Since the enactment of P.L.2001, c.156, athletic trainers have been required to be licensed to practice athletic training with the Division of Consumer Affairs. Athletic training is the practice of physical conditioning and reconditioning of athletes and the prevention of injuries incurred by athletes. Athletic training also includes the application of physical treatment modalities to athletes under a plan of care designed and overseen by a New Jersey licensed physician. A nonrefundable application fee of $100.00 and an initial licensure of $80.00 is required. The licensure renewal is biennial.
