"Barnegat Bay Protection Act"; establishes Barnegat Bay Protection Fund, dedicates portion of sales tax on fertilizer, authorizes special license plates, and provides for donations.

Establishes bribery in official and political matters applies to person soliciting, accepting, or agreeing to accept benefit as consideration to act even though not yet in office or otherwise qualified to act.
Requires electric public utility to submit proposal to BPU detailing utility's plan to harden its electric distribution substations to protect against criminal attacks.
