Appropriates $60 million from constitutionally dedicated CBT revenues for recreation and conservation purposes to DEP for State capital and park development projects.

Provides for voluntary contributions for taxpayers on gross income tax returns to support nonprofit organizations providing pro-life information and services.
Allows persons operating bicycle, low-speed electric bicycle, or low-speed electric scooter involved in accident to be eligible for personal injury protection benefits; requires crash reports for accidents.
