ASSEMBLY TRANSPORTATION AND INDEPENDENT AUTHORITIES COMMITTEE STATEMENT TO ASSEMBLY, No. 2607 STATE OF NEW JERSEY DATED: MARCH 4, 2024 The Assembly Transportation and Independent Authorities Committee reports favorably Assembly Bill No. 2607. As reported, this bill modifies the definition of “paratransit service” under various sections of law to mean and include any transportation service other than fixed route transportation service or motorbus regular route service. Under current law, the definition of “paratransit service” generally excludes private or charter services provided by taxicabs, limousines, or transportation network companies. The bill removes this exclusion from the various definitions of this term. The bill’s expanded definition of “paratransit service” may enable paratransit service operators, including the New Jersey Transit Corporation, to contract with certain paratransit service providers that are otherwise disqualified under current law, including, but not limited to, the providers of private or charter services via taxicabs, limousines, or transportation network companies. This bill was prefiled for introduction in the 2024-2025 session pending technical review. As reported, the bill includes the changes required by technical review, which has been performed.
