ASSEMBLY STATE AND LOCAL GOVERNMENT COMMITTEE STATEMENT TO ASSEMBLY, No. 4124 with committee amendments STATE OF NEW JERSEY DATED: NOVEMBER 14, 2024 The Assembly State and Local Government Committee reports favorably and with committee amendments Assembly Bill No. 4124. As amended by the committee, this bill establishes minimum qualifications for persons employed through a public works contract. Any contractor submitting a bid for a contract which is paid for in whole or in part out of the funds of a public body in this State will certify that each journeyperson completing work established in the contract meets at least one of the following qualifications: (1) has graduated from an apprenticeship program that is equivalent to the apprenticeship standards of the building and construction trade union that is specific to their craft; or (2) has completed four years of documented work as a tradesperson that can be verified by their tax filings. COMMITTEE AMENDMENTS : The committee amended the bill to specify that the certification to be submitted must be for each journeyperson completing work established in the contract, remove the completion of a high school or a General Educational Development (GED) diploma as a qualification, and require that, as a qualification, the journeyman must have graduated from an apprenticeship program.
