 The Assembly Regulated Professions Committee reports 
favorably, and with committee amendments, Assembly Bill No. 4332. 
 As amended, this bill provides that the performance of any 
ultrasound on a pregnant woman in a limited service pregnancy 
center shall be performed by a health care professional whose scope 
of practice includes performing ultrasounds, or by a sonographer 
certified by the American Registry of Diagnostic Medical 
Sonographers or the American Registry of Radiologic 
Technologists. 
 The bill defines “health care professional” as a person licensed 
or otherwise authorized pursuant to Title 45 or Title 52 of the 
Revised Statutes to practice a health care profession that is 
regulated by the Director of the Division of Consumer Affairs or by 
one of the professional licensing boards located thereunder.  
 “Limited service pregnancy center” is defined as a facility or 
entity, including a mobile facility, the primary purpose of which is 
to provide services to clients who are or may be pregnant, that is not 
a licensed health care facility or is not providing services under the 
direction of a licensed health care provider, and fails to provide or 
refer clients to health care providers for the full range of 
comprehensive reproductive health care services reimbursed by the 
NJ FamilyCare program. 
  
COMMITTEE AMENDMENTS: 
 The committee amended the bill to: 
 (1)  include sonographers who are certified by the American 
Registry of Diagnostic Medical Sonographers or the American 
Registry of Radiologic Technologists as those who may perform an 
ultrasound on a pregnant woman in a limited service pregnancy 
center; and 
 (2)  define “limited service pregnancy center” to mean a facility or 
entity that primarily provides services to pregnant clients, is not a 
health care facility licensed by the State or is not providing services 
under the direction of a licensed health care provider; and fails to 
provide or refer clients to health care providers for the full range of  2 
 
comprehensive reproductive health care services reimbursed under the 
NJ FamilyCare program.
