ASSEMBLY, No. 4654
with committee amendments

The Assembly Budget Committee reports favorably and with
committee amendments Assembly Bill No. 4654.
As amended, this bill requires health insurance carriers (insurance
companies, health, hospital, and medical service corporations, health
maintenance organizations, and State and School Employees' Health
Benefits Program contracts), as well as the State Medicaid program, to
provide coverage without cost sharing for family planning and
reproductive health care services to beneficiaries, with the exception of
childbirth. The benefits are to be provided when the services are
provided by in-network health care providers.
Pursuant to the bill, “family planning and reproductive health care
services” include the following services: abortion; emergency services;
family planning counseling; family planning lab tests; genetic testing
and coverage for patients to see a licensed genetic counselor; inpatient
hospital care; laboratory and x-ray services; well-baby medical care;
and ultrasound testing.
COMMITTEE AMENDMENTS :
The committee amended the bill to include ultrasound testing
among the services that are to be covered by health insurance carriers
and the State Medicaid program pursuant to the bill.
