ASSEMBLY TRANSPORTATION AND INDEPENDENT AUTHORITIES COMMITTEE STATEMENT TO ASSEMBLY, No. 4765 STATE OF NEW JERSEY DATED: DECEMBER 12, 2024 The Assembly Transportation and Independent Authorities Committee reports favorably Assembly Bill No. 4765. As reported, in addition to the other requirements provided for under current law, this bill requires the informational brochure distributed to the parents and guardians of new drivers, the curriculum approved for classroom driver education courses, and the written knowledge examination for a driving permit to include information pertaining to a driver’s responsibilities under current law when approaching and passing a pedestrian or person operating a bicycle or personal conveyance on the roadway and the penalties for failing to comply with these responsibilities. The bill also requires the driver’s manual to include information pertaining to the importance of operating a motor vehicle in a manner that safely shares the roadway with pedestrians, cyclists, skaters, riders of motorized-scooters, and other non-motorized vehicles, which is required to include, but not be limited to, a driver’s responsibilities under current law when approaching and passing a pedestrian or person operating a bicycle or personal conveyance on the roadway and the penalties for failing to comply with these responsibilities.
