SENATE TRANSPORTATION COMMITTEE STATEMENT TO ASSEMBLY, No. 4765 with committee amendments STATE OF NEW JERSEY DATED: MARCH 17, 2025 The Senate Transportation Committee reports favorably and with committee amendments Assembly Bill No. 4765. As amended and reported, in addition to the other requirements provided for under current law, this bill requires the informational brochure distributed to the parents and guardians of new drivers, the curriculum approved for classroom driver education courses, and the written knowledge examination for a driving permit to include information pertaining to a driver’s responsibilities under current law when approaching and passing a pedestrian or person operating a bicycle or personal conveyance on the roadway and the penalties for failing to comply with these responsibilities. The bill also requires the driver’s manual to include information pertaining to the importance of operating a motor vehicle in a manner that safely shares the roadway with pedestrians, cyclists, skaters, riders of motorized-scooters, and other non-motorized vehicles. The safety information is required to include a driver’s responsibilities under current law when approaching and passing a pedestrian or person operating a bicycle or personal conveyance on the roadway and the penalties for failing to comply with these responsibilities. The driver’s manual is also required to include information that instructs pedestrians, cyclists, skaters, riders of motorized-scooters, and riders of other non-motorized vehicles on the proper safety procedures while sharing the roadway with motorists. As amended and reported by the committee, Assembly Bill No. 4765 is identical to Senate Bill No. 4146, which was also amended and reported by the committee on this date. COMMITTEE AMENDMENTS : The committee amended the bill to include a provision that requires the driver’s manual to include information that instructs pedestrians, cyclists, skaters, riders of motorized-scooters, and riders of other non-motorized vehicles on the proper safety procedures while sharing the roadway with motorists. The amendments also change the bill’s title and synopsis and make technical changes.
