S1022 GREENSTEIN 2 AN ACT providing for the issuance of special license plates to 1 honorably discharged veterans and supplementing chapter 3 of 2 Title 39 of the Revised Statutes. 3 4 BE IT ENACTED by the Senate and General Assembly of the State 5 of New Jersey: 6 7 1. a. Upon application of any person who is classified as a 8 veteran, pursuant to section 2 of P.L.1987, c.444 (C.38A:3-1.2) as 9 evidenced by the applicant’s DD-214 form or on a Certificate of 10 Release or Discharge from Active Duty, and has been honorably 11 discharged, the Chief Administrator of the New Jersey Motor 12 Vehicle Commission shall issue, for a motor vehicle owned or 13 leased by the person, distinctive license plates of a design 14 determined by the Adjutant General of the Department of Military 15 and Veterans’ Affairs in consultation with the chief administrator. 16 In addition to the registration number and other markings or 17 identification prescribed by law, the license plates shall bear the 18 word “Veteran” and designate, by name and insignia, the branch of 19 the military in which the veteran served. 20 b. There shall be a fee of $15 to the applicant for these special 21 plates in addition to the fees otherwise prescribed by law for the 22 registration of motor vehicles. The chief administrator shall retain 23 from the fees collected such sums as are necessary to defray all 24 costs incurred by the commission in producing and issuing these 25 special license plates. 26 c. The surviving spouse of a deceased veteran, who is eligible 27 to operate a motor vehicle in this State under the provisions of 28 R.S.39:3-10, may retain the special license plates obtained by the 29 deceased spouse pursuant to this section for display on a motor 30 vehicle owned or leased by the surviving spouse. 31 d. The chief administrator shall notify motorists of the 32 opportunity to obtain these plates by including a notice with all 33 registration renewals, and by posting appropriate posters or signs in 34 all commission facilities and offices. 35 e. The chief administrator shall promulgate rules and 36 regulations governing the issuance and use of these special license 37 plates. 38 39 2. This act shall take effect on the 180th day following 40 enactment. 41
