SENATE EDUCATION COMMITTEE STATEMENT TO SENATE, No. 1287 STATE OF NEW JERSEY DATED: MAY 6, 2024 The Senate Education Committee favorably reports Senate Bill No. 1287. This bill eliminates the requirement that a teacher candidate complete a basic skills test. Specifically, this bill eliminates the requirement that a candidate seeking a certificate of eligibility, a certificate of eligibility with advanced standing, a provisional certificate, or a standard instructional certificate complete a Commissioner of Education-approved test of basic reading, writing, and mathematics skills including, but not limited to, the Praxis Core Academic Skills for Educators test, in order to obtain any of these certificates. This bill was pre-filed for introduction in the 2024-2025 session pending technical review. As reported, the bill includes the changes required by technical review, which has been performed. As reported by the committee, Senate Bill No. 1287 is identical to Assembly Bill No. 1669, which was also reported by the committee on this date.
