SENATE HEALTH, HUMAN SERVICES AND SENIOR
CITIZENS COMMITTEE

STATEMENT TO

SENATE, No. 1493

with committee amendments

STATE OF NEW JERSEY

DATED: JANUARY 29, 2024

The Senate Health, Human Services and Senior Citizens
Committee reports favorably and with committee amendments Senate
Bill No. 1493.
As amended by the committee, this bill amends the “New Jersey
Smoke-Free Air Act,” P.L.2005, c.383 (C.26:3D-55 et seq.), to
prohibit smoking in casinos and casino simulcasting facilities. Current
law prohibits smoking in most indoor public places and workplaces,
with certain exceptions, including indoor public places and workplaces
which are within the perimeter of casinos and casino simulcasting
facilities and accessible to the public for wagering. This bill would
eliminate these exceptions from the smoking ban. As amended, this
bill will take effect on the 90th day after the date of enactment.
This bill was prefiled for introduction in the 2024-2025 session
pending technical review. As reported, the bill includes the changes
required by technical review, which has been performed.

COMMITTEE AMENDMENTS :
The committee amendments revise the effective date of the bill to
the 90th day after the date of enactment. As introduced, the bill would
have taken effect immediately upon enactment.
