SENATE LAW AND PUBLIC SAFETY COMMITTEE STATEMENT TO SENATE, No. 1773 with committee amendments STATE OF NEW JERSEY DATED: FEBRUARY 13, 2025 The Senate Law and Public Safety Committee reports favorably and with committee amendments Senate Bill No. 1773. As amended and reported by the committee, this bill requires all law enforcement officers to have a digital photograph taken and updated regularly. Under the bill, law enforcement officers are required to have their photograph taken every ten years for their personnel file and any photographic identification card issued by the agency employing the law enforcement officer. The Attorney General, in consultation with the Superintendent of State Police, is required to establish guidelines for the purposes of effectuating this bill. This bill was prefiled for introduction in the 2024-2025 session pending technical review. As reported, the bill includes the changes required by technical review, which has been performed. COMMITTEE AMENDMENTS: The committee amended the bill to: 1) require law enforcement officers to have their photograph taken every ten years; as introduced law enforcement officers were required to have their photograph taken every eight years; and 2) provide that the term “law enforcement officer” is to have the same meaning as set forth under current law, section 2 of P.L.1961, c.56 (C.52:17B-67).
