 The Office of Legislative Services (OLS) finds that this bill will result in indeterminate annual 
cost increases for the New Jersey Motor Vehicle Commission to accommodate walk-in 
customers two days a week at all commission agency locations.   
 The OLS determines that the commission may potentially experience increased costs to 
provide additional staffing to accommodate walk-in customers.  The commission may achieve 
this by hiring additional staff or adjusting current staff scheduling on the designated days to 
support walk-in customers.  The OLS is unable to quantify the expenditure increase, as it will 
depend on operational decisions to be made by the commission.  
 
 
BILL DESCRIPTION 
 
 This bill requires the New Jersey Motor Vehicle Commission to provide service to walk-in 
customers at least two full days per week at all commission agency locations. The bill also requires 
the commission to accommodate all walk-in customers on a first-come, first-served basis for all

 The OLS finds that this bill will result in indeterminate annual cost increases for the New 
Jersey Motor Vehicle Commission to accommodate walk-in customers two days a week at all 
commission agency locations.     
 The OLS determines that the commission may potentially experience increased costs to 
provide additional staffing to accommodate walk-in customers.  The commission may achieve this 
by hiring additional staff or adjusting current staff scheduling on the designated days to support 
walk-in customers.  The OLS is unable to quantify the expenditure increase, as it will depend on 
operational decisions to be made by the commission.    
 The commission currently operates 28 licensing centers, 19 vehicle centers, four mobile units, 
15 road test locations, and 25 central inspection facilities.  Currently, certain services provided at 
licensing centers and vehicle centers require appointments while other services can be provided at 
these centers on a walk-in basis.  The commission’s current practice is to accommodate walk-in 
customers on a first-come, first-served basis, when available, while prioritizing the customers that 
have scheduled appointments for services at commission agency locations.  Under the bill, the 
commission would be required to designate two full days per week to accommodate all walk-in 
customers at commission agency locations.
