SENATE EDUCATION COMMITTEE STATEMENT TO SENATE, No. 3057 with committee amendments STATE OF NEW JERSEY DATED: SEPTEMBER 30, 2024 The Senate Education Committee favorably reports Senate Bill No. 3057 with committee amendments. As amended, this bill requires the Department of Health, in consultation with the Department of Education, to develop informational materials on type 1 diabetes. The amended bill also requires that the materials be posted to the Department of Education’s Internet website. School districts are to make the informational materials available to the parents or guardians of the students enrolled in the district. Under the amended bill, the informational materials, at minimum, are to include: (1) a description of type 1 diabetes; (2) a description of risk factors and warning signs associated with type 1 diabetes; (3) a recommendation that the parents or guardians of students displaying warning signs associated with type 1 diabetes should immediately consult with the student’s primary care provider to determine if immediate screening for type 1 diabetes is appropriate; (4) a description of the screening process for type 1 diabetes and the implications of test results; (5) a recommendation that, following a type 1 diagnosis, parents or guardians should consult with the student’s primary care provider to develop an appropriate treatment plan, which may include consultation with and examination by a specialty care provider, including a properly qualified endocrinologist; and (6) information on the provision of diabetes school care following a type 1 diagnosis. As amended and reported by the committee, this bill is identical to Assembly Bill No. 4148 (1R), which was also reported by the committee on this date. COMMITTEE AMENDMENTS: The committee amended the bill to require the Department of Health, in consultation with the Department of Education, to develop informational materials on type 1 diabetes.
