SUMMARY 
 
Synopsis of House Bill 360   
 
House Bill 360 (HB360) adds a new section to the State Rules Act that every agency shall 
provide to the legislative council service an email address for the custodian of rulemaking 
records, and the legislative council service shall maintain that list for distribution to legislators.  
 
This bill does not contain an effective date and, as a result, would go into effect 90 days after the 
Legislature adjourns if enacted, or June 20, 2025. 
 
FISCAL IMPLICATIONS  
 
HB360 will not impose additional costs on executive agencies or legislative council and can be 
absorbed within each agency’s operating budget.  
 
SIGNIFICANT ISSUES 
 
According to the State Rules Act, a proposed rule is to be provided to the New Mexico 
legislative council for distribution to the appropriate interim and standing legislative committees.
