SUMMARY 
 
Synopsis of House Concurrent Resolution 1   
 
House Concurrent Resolution 1 (HCR1) amends the joint rules of the House and Senate to limit 
the number of bills a member can introduce or sponsor in a regular legislative session. A member 
of the House or Senate shall not introduce more than five bills. For bills jointly sponsored, a bill 
will have one lead sponsor whose name will be listed first with no more than four other sponsors 
and unlimited co-sponsors. Members are limited to lead five jointly sponsored bills.  
 
FISCAL IMPLICATIONS  
 
The cost to implement HCR1 could be absorbed in the operating budgets for the House and 
Senate chief clerks.  
 
With a limit on the number of bills introduced, the full-time legislative agencies responsible for 
researching and drafting legislation, as well as writing fiscal impact reports, may recognize 
budget savings. A review of contracts listed on the legislative website show multiple contracts 
that range from $10 thousand to $25 thousand for the 2025 legislative session for research, 
drafting, and writing of fiscal impact reports.

SIGNIFICANT ISSUES 
 
If members are limited to introduce or lead five bills in a legislative session, no more than 560 
bills can be introduced.  
 
The table below shows the number of bills introduced and the number of legislators who have 
introduced less than five bills between the 2020 and 2024 legislative session. As of 2/4/2025, 
555 bills have been introduced. The figures do not include resolutions, joint memorials, joint 
resolutions, or memorials.
