A JOINT RESOLUTION
PROPOSING TO AMEND ARTICLE 7 OF THE CONSTITUTION OF NEW MEXICO
TO ALLOW REGISTERED QUALIFIED ELECTORS TO VOTE IN ANY STATE-
FUNDED PRIMARY ELECTION PROCESS REGARDLESS OF THE ELECTOR'S
PARTY PREFERENCE OR AFFILIATION, OR LACK THEREOF.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. It is proposed to amend Article 7 of the
constitution of New Mexico by adding a new section to read:
"In any state-funded primary election, all registered
qualified electors, regardless of party preference or
affiliation, or lack thereof, who are otherwise qualified to
vote for an office shall be allowed to vote for the candidate
of their choice in a voter-nomination primary election process
to determine which candidates for that office will appear on
the general election ballot."

SECTION 2. The amendment proposed by this resolution
shall be submitted to the people for their approval or
rejection at the next general election or at any special
election prior to that date that may be called for that
purpose.
