SUMMARY—Makes appropriations to and authorizes the 
expenditure of money by the Office of the Secretary 
of State for the costs of certain audits, voter 
education materials and outreach, signature 
verification services and certain systems.

AN ACT making appropriations to and authorizing the expenditure 
of money by the Office of the Secretary of State for the 
costs of risk-limiting audits of election results, voter 
education materials and outreach, signature verification 
services, a mail ballot tracking and notification system 
and a statewide top-down voter registration database and 
election management system; and providing other matters 
properly relating thereto. 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  There is hereby appropriated from the State General 1 
Fund to the Office of the Secretary of State the sum of $40,000 for 2 
the costs of the implementation and support of risk-limiting audits 3 
of election results. 4 
 Sec. 2.  There is hereby appropriated from the State General 5 
Fund to the Office of the Secretary of State the sum of $877,414 for 6 
the costs of materials for voter education and outreach. 7

 Sec. 3.  There is hereby appropriated from the State General 1 
Fund to the Office of the Secretary of State the sum of $90,000 for 2 
the costs of a contract for signature verification services. 3 
 Sec. 4.  There is hereby appropriated from the State General 4 
Fund to the Office of the Secretary of State the sum of $228,000 for 5 
the costs of the tracking and notification system for mail ballots. 6 
 Sec. 5.  1. There is hereby appropriated from the State 7 
General Fund to the Office of the Secretary of State the sum of 8 
$25,000,000 for the HAVA Election Reform budget account for the 9 
costs of a statewide top-down voter registration database and 10 
election management system. 11 
 2. Expenditure of $5,525,802 not appropriated from the State 12 
General Fund or the State Highway Fund is hereby authorized 13 
during Fiscal Year 2023-2024 and Fiscal Year 2024-2025 by the 14 
Office of the Secretary of State for the same purpose set forth in 15 
subsection 1. 16 
 Sec. 6.  Any remaining balance of the appropriations made by 17 
sections 1 to 5, inclusive, of this act must not be committed for 18 
expenditure after June 30, 2025, by the entity to which the 19 
appropriation is made or any entity to which money from the 20 
appropriation is granted or otherwise transferred in any manner, and 21 
any portion of the appropriated money remaining must not be spent 22 
for any purpose after September 19, 2025, by either the entity to 23 
which the money was appropriated or the entity to which the money 24 
was subsequently granted or transferred, and must be reverted to the 25 
State General Fund on or before September 19, 2025. 26 
 Sec. 7.  This act becomes effective upon passage and approval. 27
