AN ACT relating to animals; requiring certain persons that display 
animals to the public or allow interactions between 
animals and members of the public to post a notice with 
the contact information for the local animal control 
authority; and providing other matters properly relating 
thereto. 
Legislative Counsel’s Digest: 
 Existing law: (1) prohibits a person from engaging in cruelty to animals; and 1 
(2) authorizes any person who knows or has reasonable cause to believe that an 2 
animal has been subject to an act of cruelty to report that act to a peace officer, an 3 
officer of a society for the prevention of cruelty to animals that is authorized to 4 
make arrests or an animal control officer. (NRS 574.053, 574.100) This bill 5 
requires the owner or operator of an animal shelter or any commercial 6 
establishment engaged in the business of selling or displaying animals to the public 7 
or allowing animals to interact with members of the public to post a notice near the 8 
enclosure of the animal: (1) notifying the public that if a person believes that the 9 
animal is in danger, is being treated poorly or has been subjected to an act of animal 10 
cruelty, the person may contact the local animal control authority; and (2) providing 11 
the telephone number for such authority.  12 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  NRS 574.053 is hereby amended to read as follows: 1 
 574.053 1. Any person who knows or has reasonable cause to 2 
believe that an animal has been subjected to an act of cruelty in 3 
violation of NRS 574.100 may report the act of cruelty to any: 4

 (a) Peace officer; 1 
 (b) Officer of a society for the prevention of cruelty to animals 2 
who is authorized to make arrests pursuant to NRS 574.040; or 3 
 (c) Animal control officer. 4 
 2. Any person, law enforcement agency, society for the 5 
prevention of cruelty to animals or animal control agency that 6 
willfully releases data or information concerning the identity of a 7 
person who made a report pursuant to subsection 1, except for the 8 
purposes of a criminal investigation or prosecution, is guilty of a 9 
misdemeanor. 10 
 3. The owner or operator of an animal shelter or a 11 
commercial establishment engaged in the business of selling or 12 
displaying animals to the public or allowing animals to interact 13 
with the public, including, without limitation, a breeder, retailer or 14 
dealer, shall conspicuously post within close proximity to the 15 
enclosure of the animal the following notice in bold type: 16

 IF YOU KNOW OR HAVE REASON TO BELIEVE 18 
THIS ANIMAL IS IN DANGER, IS BEING TREATED 19 
POORLY OR HAS BEEN SUBJECTED TO AN ACT OF 20 
CRUELTY IN VIOLATION OF NRS 574.100, YOU MAY 21 
CONTACT [telephone number for the local animal control 22 
authority]. 23

 4. As used in this section: 25 
 (a) “Animal control authority” means any entity designated by 26 
the county or city to enforce local ordinances or laws of this State 27 
relating to the control, shelter or welfare of animals. The term 28 
includes, without limitation, an animal control agency, a law 29 
enforcement agency or a society for the prevention of cruelty to 30 
animals in which an officer is authorized to make arrests pursuant 31 
to NRS 574.040.  32 
 (b) “Animal shelter” has the meaning ascribed to it in  33 
NRS 574.240. 34 
 (c) “Breeder” has the meaning ascribed to it in NRS 574.245. 35 
 (d) “Dealer” has the meaning ascribed to it in NRS 574.260.  36 
 (e) “Enclosure” means a structure used to restrict the 37 
immediate movement of an animal to a limited amount of space, 38 
including, without limitation, a room, pen, run, cage, 39 
compartment or hutch. 40 
 (f) “Retailer” has the meaning ascribed to it in NRS 574.320.  41
