AN ACT relating to health care; authorizing a health care provider 
who practices in reproductive health, any employee of or 
volunteer for a health care facility that provides services 
related to reproductive health, any provider of gender-
affirming care and the spouse, domestic partner or minor 
child thereof to request a court order to make certain 
personal information in the possession of a county 
recorder, county assessor or elections official be kept in a 
confidential manner; authorizing such a person to request 
that the Department of Motor Vehicles display an 
alternate address on the person’s driver’s license, 
commercial driver’s license or identification card; and 
providing other matters properly relating thereto. 
Legislative Counsel’s Digest: 
 Existing law authorizes certain persons and the spouse, domestic partner or 1 
minor child thereof, to request a court order to require that a county recorder, 2 
county assessor, county clerk, city clerk or the Secretary of State maintain the 3 
personal information of the person contained in their records in a confidential 4 
manner. (NRS 247.530, 247.540, 250.140, 293.908) Sections 1-3 of this bill 5 
authorize such court orders to be requested by any health care provider who 6 
practices in reproductive health, any employee of or volunteer for a health care 7 
facility that provides services related to reproductive health, any provider of 8 
gender-affirming care and the spouse, domestic partner or minor child thereof. 9 
 Existing law authorizes certain persons to request that the Department of Motor 10 
Vehicles display an alternate address on the person’s driver’s license, commercial 11 
driver’s license or identification card. (NRS 481.091) Section 4 of this bill 12 
authorizes any health care provider who practices in reproductive health, any 13 
employee of or volunteer for a health care facility that provides services related to 14

reproductive health, any provider of gender-affirming care and the spouse, 15 
domestic partner or minor child thereof to also make such a request. 16 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  NRS 247.540 is hereby amended to read as follows: 1 
 247.540 1.  The following persons may request that the 2 
personal information described in subsection 1, 2 or 3 of NRS 3 
247.520 that is contained in the records of a county recorder be kept 4 
confidential: 5 
 (a) Any justice or judge in this State. 6 
 (b) Any senior justice or senior judge in this State. 7 
 (c) Any court-appointed master in this State. 8 
 (d) Any clerk of a court, court administrator or court executive 9 
officer in this State. 10 
 (e) Any county or city clerk or registrar of voters charged with 11 
the powers and duties relating to elections and any deputy appointed 12 
by such county or city clerk or registrar of voters in the elections 13 
division of the county or city. 14 
 (f) Any peace officer or retired peace officer. 15 
 (g) Any prosecutor. 16 
 (h) Any state or county public defender. 17 
 (i) Any person employed by the Office of the Attorney General 18 
who prosecutes or defends actions on behalf of the State of Nevada 19 
or any agency in the Executive Department of the State 20 
Government. 21 
 (j) Any person, including, without limitation, a social worker, 22 
employed by this State or a political subdivision of this State who as 23 
part of his or her normal job responsibilities: 24 
  (1) Interacts with the public; and 25 
  (2) Performs tasks related to child welfare services or child 26 
protective services or tasks that expose the person to comparable 27 
dangers. 28 
 (k) Any county manager in this State. 29 
 (l) Any inspector, officer or investigator employed by this State 30 
or a political subdivision of this State designated by his or her 31 
employer: 32 
  (1) Who possesses specialized training in code enforcement; 33 
  (2) Who, as part of his or her normal job responsibilities, 34 
interacts with the public; and 35 
  (3) Whose primary duties are the performance of tasks 36 
related to code enforcement. 37 
 (m) Any provider of health care who practices in reproductive 38 
health. 39

 (n) Any employee of or volunteer for a health care facility that 1

 (o) Any provider of gender-affirming care. 3 
 (p) The spouse, domestic partner or minor child of a person 4 
described in paragraphs (a) to [(l),] (o), inclusive. 5 
 [(n)] (q) The surviving spouse, domestic partner or minor child 6 
of a person described in paragraphs (a) to [(l),] (o), inclusive, who 7 
was killed in the performance of his or her duties. 8 
 [(o)] (r) Any person for whom a fictitious address has been 9 
issued pursuant to NRS 217.462 to 217.471, inclusive. 10 
 2.  Any nonprofit entity in this State that maintains a 11 
confidential location for the purpose of providing shelter to victims 12 
of domestic violence may request that the personal information 13 
described in subsection 4 of NRS 247.520 that is contained in the 14 
records of a county recorder be kept confidential. 15 
 3.  As used in this section: 16 
 (a) “Child protective services” has the meaning ascribed to it in 17 
NRS 432B.042. 18 
 (b) “Child welfare services” has the meaning ascribed to it in 19 
NRS 432B.044. 20 
 (c) “Code enforcement” means the enforcement of laws, 21 
ordinances or codes regulating public nuisances or the public health, 22 
safety and welfare. 23 
 (d) “Gender-affirming care” has the meaning ascribed to it in 24 
NRS 603A.435. 25 
 (e) “Health care facility” means any facility licensed pursuant 26 
to chapter 449 of NRS. 27 
 (f) “Peace officer” means: 28 
  (1) Any person upon whom some or all of the powers of a 29 
peace officer are conferred pursuant to NRS 289.150 to 289.360, 30 
inclusive; and 31 
  (2) Any person: 32 
   (I) Who resides in this State; 33 
   (II) Whose primary duties are to enforce the law; and 34 
   (III) Who is employed by a law enforcement agency of 35 
the Federal Government, including, without limitation, a ranger for 36 
the National Park Service and an agent employed by the Federal 37 
Bureau of Investigation, Secret Service, United States Department 38 
of Homeland Security or United States Department of the Treasury. 39 
 [(e)] (g) “Prosecutor” has the meaning ascribed to it in  40 
NRS 241A.030. 41 
 [(f)] (h) “Provider of health care” means a person who is 42 
licensed, certified or otherwise authorized by the laws of this State 43 
to administer health care in the ordinary course of business or 44 
practice of a profession. 45

 (i) “Reproductive health” means all health care matters 1 
relating to pregnancy, including, without limitation, prenatal care, 2 
childbirth, postpartum care, birth control, vasectomy, tubal 3 
ligation, abortion, abortion care, management of a miscarriage 4 
and infertility care. 5 
 (j) “Social worker” means any person licensed under chapter 6 
641B of NRS. 7

officer in this State. 16 
 (e) Any county or city clerk or registrar of voters charged with 17 
the powers and duties relating to elections and any deputy appointed 18 
by such county or city clerk or registrar of voters in the elections 19 
division of the county or city. 20 
 (f) Any peace officer or retired peace officer. 21 
 (g) Any prosecutor. 22 
 (h) Any state or county public defender. 23 
 (i) Any person employed by the Office of the Attorney General 24

 Sec. 4.  NRS 481.091 is hereby amended to read as follows: 1

 (b) Any senior justice or senior judge in this State. 6 
 (c) Any court-appointed master in this State. 7 
 (d) Any clerk of the court, court administrator or court executive 8 
officer in this State. 9 
 (e) Any prosecutor who as part of his or her normal job 10 
responsibilities prosecutes persons for: 11 
  (1) Crimes that are punishable as category A felonies; or 12 
  (2) Domestic violence. 13 
 (f) Any state or county public defender who as part of his or her 14 
normal job responsibilities defends persons for: 15 
  (1) Crimes that are punishable as category A felonies; or 16 
  (2) Domestic violence. 17 
 (g) Any person employed by the Office of the Attorney General 18 
who prosecutes or defends actions on behalf of the State of Nevada 19 
or any agency in the Executive Department of the State 20 
Government. 21 
 (h) Any person, including, without limitation, a social worker, 22 
employed by this State or a political subdivision of this State who as 23 
part of his or her normal job responsibilities: 24 
  (1) Interacts with the public; and 25 
  (2) Performs tasks related to child welfare services or child 26 
protective services or tasks that expose the person to comparable 27 
dangers. 28

 (o) The spouse, domestic partner or minor child of a person 2 
described in paragraphs (a) to [(k),] (n), inclusive. 3 
 [(m)] (p) The surviving spouse, domestic partner or minor child 4 
of a person described in paragraphs (a) to [(k),] (n), inclusive, who 5 
was killed in the performance of his or her duties. 6 
 [(n)] (q) Any person for whom a fictitious address has been 7 
issued pursuant to NRS 217.462 to 217.471, inclusive. 8 
 2.  A person who wishes to have an alternate address displayed 9 
on his or her driver’s license, commercial driver’s license or 10 
identification card pursuant to this section must submit to the 11 
Department satisfactory proof: 12 
 (a) That he or she is a person described in subsection 1; and 13 
 (b) Of the person’s address of principal residence and mailing 14 
address, if different from the address of principal residence. 15 
 3.  A person who obtains a driver’s license, commercial driver’s 16 
license or identification card that displays an alternate address 17 
pursuant to this section may subsequently submit a request to the 18 
Department to have his or her address of principal residence 19 
displayed on his or her driver’s license, commercial driver’s license 20 
or identification card instead of the alternate address. 21 
 4.  The Department may adopt regulations to carry out the 22 
provisions of this section. 23 
 5.  As used in this section: 24 
 (a) “Child protective services” has the meaning ascribed to it in 25 
NRS 432B.042. 26 
 (b) “Child welfare services” has the meaning ascribed to it in 27 
NRS 432B.044. 28 
 (c) “Code enforcement” means the enforcement of laws, 29 
ordinances or codes regulating public nuisances or the public health, 30 
safety and welfare. 31 
 (d) “Gender-affirming care” has the meaning ascribed to it in 32 
NRS 603A.435. 33 
 (e) “Health care facility” means any facility licensed pursuant 34

certified or otherwise authorized by the laws of this State to 37 
administer health care in the ordinary course of business or 38
