AN ACT relating to education; expanding the applicability of the 
Student Loan Repayment for Providers of Health Care in 
Underserved Communities Program; and providing other 
matters properly relating thereto. 
Legislative Counsel’s Digest: 
 Existing law creates the Student Loan Repayment for Providers of Health Care 1 
in Underserved Communities Program to repay the student education loans of 2 
qualified providers of health care who work in certain underserved communities. 3 
(NRS 226.458) Existing law defines “provider of health care” for purposes of the 4 
Program. (NRS 226.454) Section 1 of this bill adds a licensed marriage and family 5 
therapist, clinical alcohol and drug counselor and alcohol and drug counselor and a 6 
certified problem gambling counselor to the definition of “provider of health care” 7 
for such purposes, thereby expanding the applicability of the Program. 8 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  NRS 226.454 is hereby amended to read as follows: 1 
 226.454 “Provider of health care” means: 2 
 1. A physician; 3 
 2. A physician assistant licensed pursuant to chapter 630 or 4 
633 of NRS; 5 
 3. A dentist; 6 
 4. A licensed nurse; 7

 5. A person who holds a license as an attendant or is certified 1 
as an emergency medical technician, advanced emergency medical 2 
technician or paramedic pursuant to chapter 450B of NRS; 3 
 6. An optometrist; 4 
 7. An audiologist; 5 
 8. A practitioner of respiratory care; 6 
 9. A podiatric physician; 7 
 10. A psychologist; 8 
 11. A clinical professional counselor; 9 
 12. A perfusionist; 10 
 13. A pharmacist or pharmacy technician; 11 
 14. An associate in social work, a social worker, a master 12 
social worker, an independent social worker or a clinical social 13 
worker licensed pursuant to chapter 641B of NRS; 14 
 15. A midwife; [or] 15 
 16. A provider of doula services who is enrolled with the 16 
Division of Health Care Financing and Policy of the Department of 17 
Health and Human Services to receive reimbursement through 18 
Medicaid pursuant to NRS 422.27177 [.] ; 19 
 17. A marriage and family therapist licensed pursuant to 20 
chapter 641A of NRS; 21 
 18. A clinical alcohol and drug counselor or an alcohol and 22 
drug counselor licensed pursuant to chapter 641C of NRS; or 23 
 19. A problem gambling counselor certified pursuant to 24 
chapter 641C of NRS. 25 
 Sec. 2.  1. This section becomes effective upon passage and 26 
approval. 27 
 2. Section 1 of this act becomes effective: 28 
 (a) Upon passage and approval for the purpose of adopting any 29 
regulations and performing any other preparatory administrative 30 
tasks that are necessary to carry out the provisions of this act; and 31 
 (b) On October 1, 2025, for all other purposes. 32
