AN ACT relating to mental health; requiring the Department of 
Health and Human Services to create a pilot program to 
study electromagnetic brain pulse treatment; and 
providing other matters properly relating thereto. 
Legislative Counsel’s Digest: 
 This bill requires the Department of Health and Human Services to create a 1 
pilot program to study electromagnetic brain pulse treatment. Specifically, this bill 2 
requires: (1) the pilot program to study best practices, compile relevant data, 3 
analyze risks and examine barriers associated with electromagnetic brain pulse 4 
treatment; and (2) the Department to submit a report of its findings and 5 
recommendations of the pilot program to the Governor and the Director of the 6 
Legislative Counsel Bureau for transmittal to the Joint Interim Standing Committee 7 
on Health and Human Services. This bill also authorizes the Department to contract 8 
with certain persons for the purpose of administering the pilot program. 9 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  1. The Department of Health and Human Services 1 
shall create a pilot program to study electromagnetic brain pulse 2 
treatment. 3 
 2. The pilot program must include, without limitation: 4 
 (a) The identification of best practices for electromagnetic brain 5 
pulse treatment, including the circumstances in which the treatment 6 
is safe and effective for patients; 7 
 (b) An analysis of any risks to patients associated with 8 
electromagnetic brain pulse treatment; 9

 (c) The examination of data from publicly available studies or 1 
reports concerning electromagnetic brain pulse treatment; and 2 
 (d) An analysis of any barriers to the introduction or inclusion of 3 
electromagnetic brain pulse treatment in medical practices in this 4 
State. 5 
 3. The Department may contract with persons and public or 6 
private entities that are qualified to administer the pilot program. 7 
 4. The Department shall, on or before July 1, 2027, submit a 8 
report of its findings and recommendations resulting from the pilot 9 
program to: 10 
 (a) The Governor; and 11 
 (b) The Director of the Legislative Counsel Bureau for 12 
transmittal to the Joint Interim Standing Committee on Health and 13 
Human Services. 14 
 5. The Department may apply for and accept gifts, grants and 15 
donations to assist with the implementation of the pilot program. 16 
 6. As used in this section, “electromagnetic brain pulse 17 
treatment” means a noninvasive and non-pharmaceutical treatment 18 
that uses an electroencephalograph and transcranial magnetic 19 
stimulation to image and identify abnormal brainwaves and provide 20 
treatment through the delivery of pulse-matching, electromagnetic 21 
stimulation intended to restore normal brain function. 22 
 Sec. 2.  This act becomes effective on October 1, 2025, and 23 
expires by limitation on September 30, 2027. 24
