AN ACT relating to education; requiring the Board of Regents of the University of Nevada to establish a data dashboard setting forth certain statistical information relating to student outcomes; requiring the Board of Regents to establish a policy for the use of low-cost course materials and no-cost open educational resources in courses offered at an institution within the Nevada System of Higher Education; requiring the Board of Regents to conduct a study during the 2025-2026 interim relating to certain issues facing students of the Nevada System of Higher Education; and providing other matters properly relating thereto. Legislative Counsel’s Digest: Under existing law, the Board of Regents of the University of Nevada shall 1 require employees of the Nevada System of Higher Education to provide to the 2 board of trustees of each school district in this State information regarding the: (1) 3 number of pupils who graduated from a high school in the district in the 4 immediately preceding year and enrolled in certain remedial courses; and (2) costs 5 incurred by the System in providing such remedial instruction. (NRS 396.548) 6 Section 1.3 of this bill requires the Board of Regents to establish and maintain a 7 data dashboard that includes statistical data relating to the number of: (1) students 8 who graduated from a public high school in this State and enroll in a university, 9 state college or community college within the System; (2) students who graduated 10 from a high school in this State and enroll in remedial courses in reading, writing or 11 mathematics at a university, state college or community college within the System 12 or who are identified as not college-ready in such subjects and enrolled in a 13 corequisite support course; (3) years it takes for students, on average, to graduate 14 from a university, state college or community college within the System; and (4) 15 subject to the availability of data, the number of students who graduate from a 16 – 2 – - *AB345_R1* university, state college or community college within the System and, within 2 17 years of graduation, have not received wages from an employer in this State and are 18 not enrolled in an institution within the Nevada System of Higher Education or 19 have received unemployment benefits or benefits from a program of public 20 assistance. Section 1.3 also: (1) requires that the data dashboard be posted or 21 accessible on the Internet website of the System by September 1, 2026; and (2) 22 authorizes any state agency or local government, including, without limitation, a 23 school district, to assist the Board of Regents in establishing and maintaining the 24 data dashboard. 25 Section 1.5 of this bill requires the Board of Regents to establish a policy for 26 the use of low-cost course materials and no-cost open educational resources in 27 courses offered at an institution within the Nevada System of Higher Education. 28 Section 1.5 requires the policy to include, without limitation: (1) the definition of 29 “low-cost course materials” and “no-cost open educational resources”; and (2) a 30 uniform system to identify, and mark for identification within the course 31 registration system used at each institution, each course that exclusively uses low-32 cost course materials and no-cost open educational resources. 33 Section 2 of this bill requires the Board of Regents to conduct an interim study 34 relating to financial and food insecurity issues facing students of the System. The 35 study must include: (1) an examination of the financial and food insecurity issues 36 experienced by students of the System; (2) the identification of factors that 37 contribute to the temporary withdrawal of students from enrollment in academic 38 programs due to financial and food insecurity; (3) an evaluation of potential 39 interventions to the financial and food insecurity experienced by students of the 40 System; and (4) data-driven recommendations for ways to reduce the financial and 41 food insecurity experienced by students of the System. 42 THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: Section 1. Chapter 396 of NRS is hereby amended by adding 1 thereto the provisions set forth as sections 1.3 and 1.5 of this act. 2 Sec. 1.3. 1. The Board of Regents shall establish and 3 maintain a data dashboard relating to the educational and 4 professional outcomes of students that includes, without 5 limitation, statistical data relating to the number of: 6 (a) Students who graduated from a public high school in this 7 State and enroll in a university, state college or community college 8 within the System; 9 (b) Students who graduated from a high school in this State 10 and enroll in remedial courses in reading, writing or mathematics 11 at a university, state college or community college within the 12 System or who are identified as not being college-ready in such 13 subjects and enrolled in a corequisite support course; 14 (c) Years it takes for students, on average, to graduate from a 15 university, state college or community college within the System; 16 and 17 – 3 – - *AB345_R1* (d) Subject to the availability of data, the number of students 1 who graduate from a university, state college or community 2 college within the System and, within 2 years of graduation, have: 3 (1) Not received wages from an employer in this State and 4 are not enrolled in an institution within the Nevada System of 5 Higher Education; and 6 (2) Received unemployment benefits or benefits from a 7 program of public assistance after graduating. 8 2. The data dashboard established pursuant to subsection 1: 9 (a) Must be posted on or otherwise accessible through the 10 Internet website of the System on or before September 1, 2026; 11 and 12 (b) Must not include any personal identifying information of 13 any student or other person. 14 3. Any state agency or local government, including, without 15 limitation, a school district, may assist the Board of Regents in 16 establishing and maintaining the data dashboard established 17 pursuant to subsection 1. 18 4. As used in this section: 19 (a) “Corequisite support course” means a course taken 20 simultaneously with a first college-level or foundation course for a 21 program of study that supports the topics being covered in the first 22 college-level or foundation course. 23 (b) “Employer” has the meaning ascribed to it in 24 NRS 612.055. 25 Sec. 1.5. The Board of Regents shall establish a policy for 26 the use of low-cost course materials and no-cost open educational 27 resources in courses offered at an institution within the Nevada 28 System of Higher Education. The policy must include, without 29 limitation: 30 1. A definition of “low-cost course materials” and “no-cost 31 open educational resources”; and 32 2. A uniform system to identify, and mark for identification 33 within the course registration system used at each institution, each 34 course that exclusively uses low-cost course materials and no-cost 35 open educational resources. 36 Sec. 2. 1. During the 2025-2026 interim, the Board of 37 Regents of the University of Nevada shall conduct a study on 38 financial and food insecurity among students within the Nevada 39 System of Higher Education. The study must include, without 40 limitation: 41 (a) An examination of the financial and food insecurity issues 42 experienced by students of the System. 43 – 4 – - *AB345_R1* (b) The identification of factors that contribute to the temporary 1 withdrawal of students from enrollment in academic programs due 2 to financial and food insecurity. 3 (c) An evaluation of potential interventions to the financial and 4 food insecurity experienced by students in the System, which may 5 include, without limitation, allowing a student who has outstanding 6 debts or delinquent fees owed to the System to register for courses. 7 (d) Data-driven policy recommendations for ways to reduce the 8 financial and food insecurity of students of the System. 9 2. On or before July 1, 2026, the Board of Regents shall 10 prepare and submit a report of its findings to the Director of the 11 Legislative Counsel Bureau for transmittal to the Joint Interim 12 Standing Committee on Education. 13 3. The Board of Regents may accept gifts, grants and donations 14 to carry out the duties set forth in this section. 15 Sec. 3. 1. This section becomes effective upon passage and 16 approval. 17 2. Sections 1, 1.3 and 2 of this act become effective on July 1, 18 2025. 19 3. Section 1.5 of this act becomes effective on July 1, 2026. 20 H
