AN ACT relating to workforce development; providing for the 
creation of the Southern Nevada Health Care Workforce 
Apprenticeship Pilot Program; making an appropriation; 
and providing other matters properly relating thereto. 
Legislative Counsel’s Digest: 
 Existing law provides for the promotion, registration and approval of 1 
apprenticeship programs in this State. (Chapter 610 of NRS) Section 1 of this bill 2 
requires the Department of Business and Industry to develop, create and administer 3 
the Southern Nevada Health Care Workforce Apprenticeship Pilot Program for the 4 
purpose of addressing shortages in the number of medical assistants and 5 
pharmaceutical technicians in this State through the establishment of apprenticeship 6 
programs in Southern Nevada for the training of such persons. Section 1 requires 7 
the Program to provide: (1) for the establishment of apprenticeship programs in 8 
Southern Nevada for the training of medical assistants and pharmaceutical 9 
technicians, which must be registered and approved by the State Apprenticeship 10 
Council; and (2) money to participants in the program to cover the costs of 11 
participating in the program, including, without limitation, fees for professional 12 
certifications and registrations, as applicable, for not more than 100 apprentices 13 
who are enrolled in apprenticeship programs established under the Program. 14 
 Section 2 of this bill makes an appropriation to the Department of Business and 15 
Industry to carry out the Program. 16

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  1. The Department of Business and Industry shall 1 
develop, create and administer the Southern Nevada Health Care 2 
Workforce Apprenticeship Pilot Program for the purpose of 3 
addressing shortages in the number of medical assistants and 4 
pharmaceutical technicians in this State through the establishment of 5 
apprenticeship programs for the training of such persons.  6 
 2. The Program must provide: 7 
 (a) For the establishment of apprenticeship programs in 8 
Southern Nevada for the training of medical assistants and 9 
pharmaceutical technicians. Any apprenticeship program established 10 
under the Program must be registered and approved by the State 11 
Apprenticeship Council pursuant to chapter 610 of NRS.  12 
 (b) Money to participants in the Program to cover the costs of 13 
participating in the Program, including, without limitation, fees for 14 
professional certifications and registrations, as applicable, for not 15 
more than 100 apprentices who are enrolled in apprenticeship 16 
programs established under the Program. 17 
 3. As used in this section: 18 
 (a) “Medical assistant” has the meaning ascribed to it in NRS 19 
630.0129 and 633.075. 20 
 (b) “Pharmaceutical technician” has the meaning ascribed to it 21 
in NRS 639.0113. 22 
 Sec. 2.  1. There is hereby appropriated from the State 23 
General Fund to the Department of Business and Industry the sum 24 
of $300,000 to carry out the Southern Nevada Health Care 25 
Workforce Apprenticeship Pilot Program established pursuant to 26 
section 1 of this act. 27 
 2. Any remaining balance of the appropriation made by 28 
subsection 1 must not be committed for expenditure after June 30, 29 
2027, by the entity to which the appropriation is made or any entity 30 
to which money from the appropriation is granted or otherwise 31 
transferred in any manner, and any portion of the appropriated 32 
money remaining must not be spent for any purpose after  33 
September 17, 2027, by either the entity to which the money was 34 
appropriated or the entity to which the money was subsequently 35 
granted or transferred, and must be reverted to the State General 36 
Fund on or before September 17, 2027. 37 
 Sec. 3.  This act becomes effective on July 1, 2025. 38
