ASSEMBLY JOINT RESOLUTION—Urging the Federal Government to release federally managed land in Nevada for housing. WHEREAS, The State of Nevada is experiencing a significant 1 housing crisis characterized by a shortage of affordable housing and 2 insufficient amount of land for residential development; and 3 WHEREAS, Approximately 85 percent of land in Nevada is 4 owned and managed by the Federal Government with the United 5 States Bureau of Land Management overseeing the majority of such 6 land; and 7 WHEREAS, The limited availability of developable land is a key 8 factor in the future of affordable housing in Nevada in order to meet 9 the needs of the growing population of the State; and 10 WHEREAS, The State of Nevada has a history of bipartisan 11 efforts that sought to make certain lands available for housing while 12 protecting other public lands for future generations; and 13 WHEREAS, Releasing certain federally managed lands to the 14 State or local governments would allow for a flexible and targeted 15 approach to address the State’s long-term housing needs, economic 16 development and community planning initiatives; and 17 WHEREAS, The State of Nevada is committed to managing land 18 in a responsible and sustainable manner to balance economic 19 development, environmental stewardship and public access; and 20 – 2 – - *AJR10* WHEREAS, Transferring ownership of certain federal lands to 1 the State or local governments for the purpose of addressing the 2 housing crisis would align with the goals of the Federal Government 3 to support local economic development and foster community 4 resilience; and 5 WHEREAS, Collaboration between federal, state and local 6 governments is essential to ensuring that land use decisions are 7 made in the best interest of the residents of Nevada while respecting 8 environmental and cultural considerations; now, therefore, be it 9 RESOLVED BY THE ASSEMBLY AND SENATE OF THE STATE OF 10 NEVADA, JOINTLY, That the members of the 83rd Session of the 11 Nevada Legislature hereby urge the President of the United States 12 and the Congress of the United States to prioritize the passage and 13 implementation of the Southern Nevada Economic Development 14 and Conservation Act which releases certain parcels of federally 15 managed land to the State of Nevada and the local governments of 16 the State for the purposes of addressing and stabilizing the State’s 17 housing crisis, while protecting public lands, conservation and 18 wildlife; and be it further 19 RESOLVED, That such transfers of land should be conducted in a 20 manner that ensures comprehensive planning and public input, 21 promotes sustainable development and protects the environmental 22 and cultural values of the affected areas; and be it further 23 RESOLVED, That the Chief Clerk of the Assembly prepare and 24 transmit a copy of this resolution to the President of the United 25 Sates, the Vice President of the United States as the presiding 26 officer of the United States Senate, the Speaker of the United States 27 House of Representatives and each member of the Nevada 28 Congressional Delegation; and be it further 29 RESOLVED, That this resolution becomes effective upon 30 passage. 31 H
