AN ACT relating to governmental financial administration; 
establishing conditions of the acceptance of an 
appropriation under certain circumstances; and providing 
other matters properly relating thereto. 
Legislative Counsel’s Digest: 
 Existing law establishes various provisions relating to state financing and the 1 
process of appropriation. (NRS 353.150-353.246) This bill requires an entity, as a 2 
condition of the acceptance of an appropriation of state money, to agree to comply 3 
with certain civil rights or employment laws that are applicable to the entity. 4 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  Chapter 353 of NRS is hereby amended by adding 1 
thereto a new section to read as follows: 2 
 1. As a condition of the acceptance of an appropriation of 3 
state money, an entity must agree to comply with any civil rights or 4 
employment laws applicable to the entity, including, without 5 
limitation, such laws that contain protections against retaliation 6 
for employees who seek to enforce, administer or otherwise 7 
promote compliance with the law. 8 
 2. The acceptance of state money by an entity is deemed  9 
the agreement by the entity to the conditions prescribed by 10 
subsection 1. 11 
 3. As used in this section: 12

 (a) “Civil rights or employment laws” means any state or 1 
federal law which prohibits discrimination because of race, creed, 2 
color, national origin, sex, sexual orientation, gender identity or 3 
expression, age or disability. The term includes, without 4 
limitation: 5 
  (1) Title VII of the Civil Rights Act of 1964, 42 U.S.C. §§ 6 
2000e et seq.; 7 
  (2) The Age Discrimination in Employment Act of 1967, 29 8 
U.S.C. §§ 621-634; 9 
  (3) The Americans with Disabilities Act of 1990, 42 U.S.C. 10 
§§ 12101 et seq.; and 11 
  (4) NRS 613.310 to 613.4383, inclusive. 12 
 (b) “State money” does not include money which is received by 13 
this State from the Federal Government for distribution and use in 14 
this State pursuant to federal law or federal regulation. 15
