AN ACT relating to Medicaid; requiring the Department of Health 
and Human Services to seek an increase to certain 
reimbursement rates under Medicaid; and providing other 
matters properly relating thereto. 
Legislative Counsel’s Digest: 
 Existing law requires the Department of Health and Human Services to 1 
administer the Medicaid program. (NRS 422.270) This bill requires the Department 2 
to: (1) determine which services covered under Medicaid are provided primarily to 3 
children with cancer or serious diseases that predominantly affect children; and (2) 4 
submit to the United States Secretary of Health and Human Services a request to 5 
increase the rate of reimbursement under Medicaid for those services by at least 10 6 
percent. This bill also requires the Department to: (1) determine which of the 7 
services provided primarily to children with cancer or serious diseases that 8 
predominantly affect children are provided by types of specialist providers of health 9 
care for which there is a shortage in this State; and (2) request to increase the rate of 10 
reimbursement for those services by at least an additional 10 percent. 11 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  1. On or before October 1, 2025, the Department 1 
of Health and Human Services shall: 2 
 (a) Determine which services covered under Medicaid are 3 
provided primarily to children with cancer or serious diseases that 4 
predominantly affect children; 5 
 (b) Determine which of the services identified pursuant to 6 
paragraph (a) are provided by a type of specialist provider of health 7

care for which there is a shortage in this State, including, without 1 
limitation, by reviewing: 2 
  (1) The ratio of patients to specialist providers of health care 3 
who provide services identified pursuant to paragraph (a) in this 4 
State; and 5 
  (2) The median time it takes for a patient to see a specialist 6 
provider of health care who provides a service identified pursuant to 7 
paragraph (a) in this State; and 8 
 (c) Submit to the United States Secretary of Health and Human 9 
Services a request to amend the Medicaid program to increase the 10 
rate of reimbursement under Medicaid for: 11 
  (1) Each service identified pursuant to paragraph (a) by at 12 
least 10 percent of the rate of reimbursement for the service on the 13 
effective date of this act; and  14 
  (2) Each service identified pursuant to paragraph (b) by at 15 
least an additional 10 percent of the rate of reimbursement for the 16 
service on the effective date of this act. 17 
 2. The request submitted pursuant to paragraph (c) of 18 
subsection 1 must be supported using methods for determining 19 
reimbursement rates accepted by the Secretary. 20 
 3. As used in this section, “provider of health care” has the 21 
meaning ascribed to it in NRS 629.031. 22 
 Sec. 2.  This act becomes effective upon passage and approval. 23
